Who runs the Government?

If we go by the draft of the Janlokapal Bill, the government is being run by NGOs in this country. The government wants to bring over 4.5 lakhs NGOs under the Lokapal's jurisdiction. While only over 1.7 lakhs of central government employees will be accountable to the Lokpal of this country. Even public sector companies are accountable to the Loakpal. However our MPs (including our PM) are not.

Why is that MPs' activities inside the parliament will not fall under Lokapl's jurisdiction? Are the houses' somewhere in Balochistan or Waziristan? What kind of immunity is this where these MPs are not accountable to the people of this country?

Funny thing - activists like Anna Hazare, Arvind Kejrival, Kiran Bedi, Shivendra Singh and many others will come under the Jan Lokpal. While corrupt ministers, MPs and majority of Babus will enjoy self proclaimed immunity.

If there is a fear that due to unethical behavior of the PM of this country and due to accountability towards the Lokpal, government may fall - then let the government fall. Without any consequences attached to behaviors, how do you suppose to control anything? How do you suppose to weed out corruption?
